Combine lettuce, pepper, and onion in a 9" X 13" pan. Rinse peas with hot water, drain and sprinkle over salad mixture.
Mix sugar and mayonnaise, spread over salad. Sprinkle bacon bits over mayonnaise. Then sprinkle Parmesan cheese over bacon. Cover and chill for at least 2 hours.
Helpful hint: To save time, mix the sugar and mayonnaise ahead and chill.
